Wie Heise.de berichtete hat die internationale Organisation Knowledge Ecology International erstmals Teile des bisher geheim gehaltenen Verhandlungstextes erhalten und veröffentlicht.
Demnach ist bisher noch unklar, ob "nur" Urhberrechte und Marken oder auch Patente und andere geistige Monopolrechte vom Abkommen erfasst werden sollen. Klar scheint aber, dass die Industriestaaten die Grenze zwischen gewerblichen und privaten Nutzungen aufweichen wollen. Eine Grenze, die u.a. sehr wichtig für die Bestimmung des Strafmaßes ist.
